DTS LICENCE
The Department of Tourist Services (DTS) is the government body that regulates Pakistan's hotel and travel trade, issuing and renewing licences for hotels, restaurants, travel agencies, tour operators and tourist guides under the Hotels & Restaurants Act, Travel Agencies Act and Tourist Guides Act. A travel agency, tour operator or Umrah organiser cannot legally operate without one. Since tourism was devolved, you apply to your province's DTS (Punjab and KP both run online portals), submitting the prescribed form along with proof of capital, NTN, premises and company documents, after which DTS verifies your papers, inspects the office, and issues a one-year licence against a fee and bank guarantee that vary by category.
